Glassboro Guardians File Civil Action Against Glassboro in New Jersey Superior Court
-- Class Action Lawsuit Claims Glassboro and City Officials Violated Homeowners’ and Student Residents’ Civil Rights, Took Capricious Actions Against Plaintiffs –

GLASSBORO, NJ – Glassboro Guardians today announced that the organization has filed a class action lawsuit against Glassboro, claiming that the town and a number of its officials have violated the civil rights of homeowners and student residents through ordinances passed and implemented over the past 40 years. The lawsuit has been filed in New Jersey Superior Court in Gloucester County.
“As a Rowan University student, I am deeply troubled by the discriminatory and unfair ordinances and laws enacted by Glassboro and its officials that have created an unwelcome environment for me and thousands of Rowan students,” said Ryan Deutsch “I look forward to the case being heard in Superior Court, and having the opportunity to exercise our voices against such blatantly discriminatory actions by a government looking to unfairly disadvantage student residents.”
In its complaint, Glassboro Guardians highlight a number of laws passed or laws selectively enforced since the 1970s which discourage or eliminate the ability of homeowners to rent properties to college students. These include:

  • Ordinance 379, which illegally charges a fee to homeowners to secure a rental license, which amounts to an unauthorized tax. This ordinance also requires an annual inspection of each rental property, which is illegal and inconsistent with NJSA 40:48-2.12m.
  • Ordinance 379 also requires one parking spot for each resident of a rental property, which is not required for non-rental properties.
  • Ordinance 445, which restricts on-street parking between the hours of 2:00 a.m. and 6:00 a.m., which has created a parking crisis that unfairly impacts residents of rental properties.
